The primary purpose of the Agency is to eliminate
blighted areas by encouraging the development of residential,
commercial, industrial, recreational and public facilities that
are consistent with the goals and objectives of the Agency’s
four redevelopment project areas.
Agency staff works closely with the residential, commercial
and industrial development community to assist in all phases
of any
proposed developments contained within the boundaries of the
community’s
redevelopment areas. Services range from preliminary discussions
regarding the design of proposed developments, through the processing
of any required approvals. In instances where development assistance
is requested, Agency staff performs the financial and feasibility
reviews required to provide Agency funding recommendations. For
projects obtaining Agency assistance, Agency staff also performs
the administrative oversight function, to ensure that the project
is completed under the agreed upon terms of the owner participation
agreement or the development and disposition agreement.
In concert with this development assistance role, the Agency
also assists in the City's proactive marketing efforts; monitoring
the
availability of development sites, as well as vacant and
under-utilized commercial properties. Potential businesses
are assisted in
matching their needs with available locations within the
City, and made
aware of the benefits of locating in San Fernando. Where
necessary, expedited entitlement processing can also be arranged.
